2007-06-27 - 15:02 Iran Launches Petrol Rationing Plan

TEHRAN (Fars News Agency)- Iran started launching on Wednesday the second phase of a long-awaited plan to ration petrol that is expected to have a major economic impact. "From midnight tonight (2030 GMT) petrol for all vehicles and motorcycles will be rationed," state television said in an announcement quoting an oil ministry statement Tuesday night. It said private cars that are unable to use compressed natural gas (CNG) would get 100 liters of petrol a month, and those that can would get 30 liters. Additionally, the period for rationing for privately owned cars that either only burn petrol or petrol and CNG is four months and can be extended to six months in future. The maximum amount of petrol for this period is 400 liters for the petrol burning cars and 120 liters for those which consume both CNG and petrol. The statement adds quotas can be saved and used later.

More than 10 days ago, Iran launched the first phase of the rationing plan, which targeted only government vehicles. The plan, aims to reduce colossal state petrol subsidies. "The maximum quota for each government car at the start of the program is 10 liters per day," an oil ministry official said at the time. He did not give details for purchases in excess of this limit but the rationing law passed by parliament in March dictates that these would be at a much higher price.

The significance of the rationing law will only be realized when it is enforced for private cars, forcing Iranians to pay a higher price for a commodity that now costs less than a comparable amount of mineral water.

Cheap pump prices have encouraged such consumption that the OPEC number two oil producer ironically has to spend billions of dollars each year importing petrol. Iran has already raised pump prices by 25%, to around 10 cents per liter, and forced consumers to use smart cards to keep track of their purchases. However, problems in distributing the cards have delayed implementation of the rest of the plan. Pumping gas into the cars is only possible when the smart card is inserted into the pumping machine.

Bijna ongelooflijk dat Iran petroleum moeten invoeren.

Hieraan zie je dus dat de mens zijn consumptie enkel matigt als de prijs hoog genoeg wordt ingesteld. Gelukkig zijn er bij ons heel wat accijnzenop minerale brandstoffen.
Als we de CO2 naar beneden willen halen, zal het dus geld moeten kosten aan de vervuiler.

Even vermelden dat de Iraanse olie-installaties volledig verouderd zijn ,lijden aan onderinvesteringen en dat de corruptie zeker ook in dit "Land van God" zijn tol begint te eisen.De redenen hiervoor zijn veelvuldig maar dit even terzijde.

Effe een kleine opmerking om wat begripsverwarring uit de wereld te helpen : "petrol" in het Engels slaat dus op benzine, het geraffineerde goedje dat we in de tank van onze auto gooien ; "oil" staat voor olie (of petroleum), de ruwe grondstof die in het Midden-Oosten onder de grond zit.
Als je natuurlijk geen efficiënte raffinaderijen hebt, dan kan je van je eigen olie niet zo maar benzine maken...
Wetende dat de meest raffinaderijen neergepoot worden door één van de grote olie-multinationals, en dat die met allerlei embargo's en dreigingen (vnl. vanuit US-hoek) + een gebrek aan rechtszekerheid niet echt staan te springen om miljarden in een land als Iran te investeren, is dit verhaal dus niet zo onwaarschijnlijk als het klinkt... net als de nucleaire ambities van Iran voor burgerlijke doeleinden niet zommar als belachelijk kunnen afgedaan worden : het land heeft duidelijk problemen met zijn energiebevoorrading.
